Large employers and Applicable Large Employers often coordinate ICHRA communications across multiple employee classes, work locations, and internal teams. A defined workflow helps align eligibility data, allowance information, effective dates, employee notices, supporting records, and ACA reporting.
Before each plan year, the employer should assign responsibility for preparing, reviewing, and delivering required notices. The workforce data used for each communication should be confirmed, and the notice should reflect the current plan terms applicable to the affected employee class. Final versions and evidence of delivery should be retained.
New hires, returns from leave, and changes in employment status, work location, or employee class may require an eligibility review or additional communication. Relevant information should be reconciled among HR, payroll, benefits, and any applicable service providers before it is relied upon for notices or reporting.
The workflow should also identify how missing information, conflicting effective dates, undeliverable notices, and late responses will be escalated and documented. Each exception should have a responsible party and a clear path to resolution.
For ALEs, employee notices and ACA reporting should be coordinated but treated as separate obligations. Providing an ICHRA notice does not replace the employer's applicable federal reporting responsibilities.
